What does it mean to have strong "technical" skills in soccer?

Often times, soccer players and teams are described as being highly "technical" or "technically" strong. What does this mean in terms of the skills or style of play these players or teams have?

that means they are skillful in controlling and passing the ball. they are often the ones who can inspire the attacking style of the team

Technique in football involves dribbling, trapping, heading, passing, volley, shooting.

Pretty much everything that is not tactic.

2 parts to football. Technical and tactical.

Tactic is more abut placement, formations, movement, and execution. Tactic is more in your head, technique is what you can do physically.
